http://www.lapdonline.org/ I would be interested in knowing if the unbecoming conduct, unauthorized force and improper remarks repeatededly being targeted against the transient continue to come from the same officers already known for targeting the homeless or if there names need to go on the what appears to be a rather extensive quarterly report. Obviously there is a way to submit complaints of this cruelty. There must be some honest law enforcement left in LA and somehow someone can make it known that "to protect and serve" is to do the RIGHT THING for all especially those who THINK no one cares about them. You never know...but they are somone's mother, father, son or daughter...and someone somewhere...still cares!
I found an image that best shows how I feel about the situation but I'm not sure how to share it. I will try to figure that out and post it.

As I am still unfamiliar with “the legalities” of how the local private security interact with the police departments and have been able to blatantly violate civil liberties without any repercussion...I am not sure who/where complaints against them would be filed at this time. However; I have located the California Department of Consumer Affairs, Bureau of Security and Investigative Services- Powers to Arrest Training Manual which is part of their required training. Within this document it clearly points out that the actions of the local private security can be considered CRIMINAL LIABILITY not only civil liability for the security officer but for the business employer as well.

Sorry folks- you will have a hard time convincing me that SEVEN well-fed, physically fit security guards were “required to physically subdue” ONE homeless young man who’s only “crime” was sitting down. Please take note that I am being kind with my wording and that what I really believe occurred was much more serious and by far a legitimate crime committed against a homeless individual by those given certain powers of authority. It is my hope that people will step up and start taking action by properly documenting these events and taking this information to those with the power and means to correct this problem.

From this message, I would have to wonder if the misconduct and brutality against the transient population is going unreported to the very ones who could and would take action to prevent it! It only takes one bad apple to spoil the bunch… and it only takes one bad cop (or a hand-full to give the whole department a bad reputation) I believe the majority of the Law Enforcement Officer’s set out to fulfill the department motto which is “to Protect and to Serve.” I believe most men and women in uniform do their best to do perform their duties with Pride, Integrity and Guts but that there are also those that abuse the privilege of wearing their uniform by taking advantage of their authority, hiding behind their badge and violating the very laws they are sworn to uphold and that should be held criminally liable when their actions against the homeless are unwarranted, extreme, violent, excessively forceful, so on and so forth.

Sometimes its hard to believe when you’ve been mistreated, kicked around, and seen the dirty cop step over the line and get away with it but there really are far more hard-working good cops out there busting their butts to make a positive difference who DO THE RIGHT THING ON A DAILY BASIS and want to help people. It’s really a messed up situation when everyone forgets there are good officers out there because the bad cops seem to stay in the spot light and their bad reputation taint the situation so badly that people fail to remember that there are still some dedicated to upholding the law and actually doing the right thing. They may be far and few between, but as long as there are still a few good ones out there…there is hope! (Yes-I believe! The law is the law- It is NO RESPECTER OF PERSONS...it does not care what side of the blue line you were on once it has been broken)

From what I have been able to read so far, it sounds to me like the local Chief of Police-Charlie Beck is AGAINST inappropriate conduct and has a pretty strong opinion on law enforcement officers conducting themselves with intergrity and in a professional manner as not to cause further damage to the credibility of the LAPD. If this is the case, I would think that reported misconduct would have serious consequences to those found guilty of the charges against them.

Please keep in mind...Even if the LAPD and BID are acting inappropriately... Two wrongs don't make a right. It only makes matters worse and the ones without the badge end up in jail.
Be safe and stay out of their way as much as possible. You must file a complaint and document their misconduct or it will go uncorrected.
